Display Full Note Text in Tooltip

Show a tooltip with the full note when an entry note is cut short.

Outcome

Today timeline: a note cut short by its ellipsis now shows the full note as its own tooltip, and Help mentions it. Quick gate green (205/205). PR #103 is queued to the merge lane; the visual check at 400px confirmed it. Memory: none applied.
