Check the app's pages for accessibility problems, and fix the ones you find.

Outcome

Accessibility check (axe-core plus manual review) of all 5 pages. Fixed 4 problems: added a skip link, a Settings switch to turn off the one-key shortcuts, a unique name for the budget region, and 24px sort buttons. axe now reports 0 violations; quick gate green; PR #102 queued. Follow-ups: short-lived toasts. Memory: none applied.
