Rename tag from tag list

Let people rename a tag from the By tag list.

Outcome

Added Rename to the By tag list (renameTag model + tests, inline field like project rename; refuses merging into an existing tag). Gate green, visual check done at desktop and mobile and looks clean. PR #98 queued to the merge lane. Memory: none applied.
