Archive unused projects from picker

Let people archive a project they no longer use, so it stops showing in the project picker. Check with me before deciding what happens to its entries.

Outcome

Archive/Unarchive on a new Settings Projects card. Archived projects are left out of the picker and prefill; their entries, rate, budget and favourite are kept, per the operator. Quick gate green (186 tests), visual check OK. PR #91 queued to the merge lane. Memory: none applied.
