Split Time Entry At Chosen Time

Let people split a time entry into two entries at a time they choose.

Outcome

Already shipped by Task 4805 (PR #69, merge debfda4 on develop): the Split button, the dialog and splitEntry. Reproduced the split end to end on the current code, and the gate is green. No change needed.
