Fix red develop b177bc476252

The merge lane found `develop` red at `b177bc476252c0c97c70feec6ab41d5de14b262f` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_dispatch_compose_recon_block.py::test_an_asking_cli_is_told_its_own_question_tool_and_what_its_dismissal_looks_like[codex]` - `tests/test_dispatch_compose_recon_block.py::test_an_asking_cli_is_told_its_own_question_tool_and_what_its_dismissal_looks_like[pi]` - `api-unit-dc-test` The whole gate log: artifact `9797` on lane task 9916. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed the recon-block provider test: 3bc09ab42 moved the dismissal string into the charter's Answer recovery rule, so the test now looks for it in the system prompt. Quick gate and changed-area tests (304) green; PR #6875 queued to the merge lane. Memory: none applied.
