Enable Pi agents in account settings

Outcome

Pi is enabled by an operator (Settings › Providers, or the org's Security › Providers). New account now tells tenants which provider and auth kind to ask for, e.g. "Pi (API key)". Quick gate green, visual check OK; PR #6869 queued to the lane. Memory: used mem-25288; proposed none.
