Outcome

Email templates: 14 repeated per-type blocks → one list, a row per type with a Sending column and templates folded under it. Quick gate + 207 tests green; visual check desktop/390 clean. PR #6868 queued. Deferred: editor dialog → detail page. Memory: used mem-25288.
