Fix SES sandbox email verification error

Outcome

Operators can now fix SES sandbox refusals in the console: Verify in SES, Connect Gmail, Production access (new Settings › SES account), Resend code on Sign-ups; IAM widened. Quick gate green; PR #6828 merged (210507de), Jaah Deploy succeeded. Visual check done at 390px/desktop. Dev needs an owner org-root apply for the boundary.
