Fix red develop ba19748d4ed1

The merge lane found `develop` red at `ba19748d4ed112ee3a54f7d7ecc0d138beefb63e` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `frontend-smoke-playwright-load-isolated` - … and 1 more: read them in the gate log, as untrusted output The whole gate log: artifact `9485` on lane task 9704. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: the Plan & billing smoke expected 6 plan-limit rows, but Task 9648 retired the Active worktrees cap (5 now). Test now expects 5; quick gate green, focused smoke passes. PR #6824 queued to the merge lane. Memory: none applied.
