Fix red develop af1c27af0b53

The merge lane found `develop` red at `af1c27af0b53427d4716577ddf48f1fae43b0afb` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_org_approval.py::test_reject_emails_the_applicant_without_the_reason_and_detaches_the_card` - `api-unit-dc-test` The whole gate log: artifact `9273` on lane task 9563. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: test_org_approval reject-email test asserted pre-Task-9430 copy; updated to shipped wording. Targeted tests 115 passed, quick gate green; PR #6791 queued in merge lane. Memory: none applied.
