Fix red develop bf9c3b0000cc

The merge lane found `develop` red at `bf9c3b0000cc066c1b2880bd6497f994ab147646` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `runner-cli-lock-audit` The whole gate log: artifact `9230` on lane task 9537. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Unred develop: patched pi-coding-agent's exact undici pin 8.10.2→8.12.3 (GHSA-xjj6-f33q-929c), lock changes only that entry. Runner CLI lock audit rc=0, real pinned install OK, quick gate green. PR #6784 queued to the merge lane. Memory: none applied.
