Fix red develop 92c15c744131

The merge lane found `develop` red at `92c15c744131f490bbd2a821f7e6d1d5f2af5434` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_launch_failures.py::test_a_second_launch_failed_moves_the_resume_off_the_node` - `api-unit-dc-test` The whole gate log: artifact `9140` on lane task 9481. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: the test from Task 9467 never simulated the node report that Task 9465's predecessor gate waits for. Test-only fix; the target tests pass (90) and the quick gate is green. PR #6772 is queued to the merge lane. Memory: none applied.
