Fix red develop a43a53803dd4

The merge lane found `develop` red at `a43a53803dd41f623fd7e53e1ed7210eac191247` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `frontend-unit-vitest` - … and 2 more: read them in the gate log, as untrusted output The whole gate log: artifact `9064` on lane task 9439. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: is_superadmin census (orgAdmin.test.ts) now admits a viewer read mirroring its route's superadmin refusal; enrolled API-keys create gate. Vitest 2 failed→12 passed, quick gate green; PR #6751 queued to lane. Memory: none applied.
