Standardize and reorganize settings structure

Refactor this section of the Settings. It must be standardized with the rest of settings (style, searchable, etc.). Access should probably be moved somewhere else (suggest a better home)  Also Settings / Billing does not make any sense. Scrub the rest of the settings - is there anything tenant does not need? 

Settings reorganized: org tabs are now searchable Settings cards, Access moved to Directory › People, tenants see only settings they can edit (Billing gone), cron minimum in Tasks. Quick gate green, visual check done; #6732 merged 781ca9f, Jaah Deploy succeeded. Memory: proposed 1 recipe.
