Merge lane run: batch the queued PRs, run the full gate (if any) once on their merged tree, and merge the batch when it is green. Filed by the control plane (`app/merge_lane.py::ensure_lane`).

Outcome

Merged PR #6704 (Task 9206) after the quick gate passed, as 63c148b; no PR ejected. The full gate on develop 63c148b is green (56631 passed); this merge fixes the red NodeVault e2e test. Queue empty. Memory: none applied.
