Fix red develop 476bb9c9dfe6

The merge lane found `develop` red at `476bb9c9dfe6cc829558519f5e93c284951322ad` on its own: no queued PR merges until it is fixed. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop by updating tests for Task 9182's credential paths and per-home names, and regenerating the jaah-extension spec. Changed-area tests (220 api + jaahd spec) and the quick gate are green. PR #6702 is queued in the merge lane.
