Merge lane run: batch the queued PRs, run the full gate (if any) once on their merged tree, and merge the batch when it is green. Filed by the control plane (`app/merge_lane.py::ensure_lane`).

Outcome

Merged PR #6696 (task 9182) at b7ff01c after quick gate green on merged tree (6003 tests). Nothing ejected; queue empty, develop not red. Time 54s (gate 35s). Memory: none applied.
