Merge lane run: batch the queued PRs, run the full gate (if any) once on their merged tree, and merge the batch when it is green. Filed by the control plane (`app/merge_lane.py::ensure_lane`).

Outcome

Merged PR #6694 (Task 9180) into develop at 183cf821. The quick gate on the merged tree passed (6014 tests). Nothing was ejected, the queue is empty and develop is not red. Took 54s, 35s of it the gate. Memory: none applied.
