Merge lane run: batch the queued PRs, run the full gate (if any) once on their merged tree, and merge the batch when it is green. Filed by the control plane (`app/merge_lane.py::ensure_lane`).

Outcome

Merged PR #6693 (Task 9178) at 64719288 after the quick gate on the merged tree passed (6003 tests). Nothing ejected. Queue empty, develop green (develop_red null). Batch took 61s: gate 42s, merge 8s. Memory: none applied.
