Why is Jaah constantly creating new tasks with improvements? Check the charter - is there anything about it?

Outcome

Cause: coder charter told runners to file every out-of-scope finding (improvements too) as a task. Tightened: report is default; drafts only for bugs, security, UX. Project instructions unchanged. Quick gate green; PR #6683 queued. Memory: none applied.
