Fix red develop 803f7958bc99

The merge lane found `develop` red at `803f7958bc99393eba9990deb350dca00b9454a7` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_fleet_observe.py::test_a_slot_manifest_is_stored_whole_and_served_on_the_worktree` - `tests/test_folder_slots.py::test_a_folder_row_serialises_with_no_git_facts` - `tests/test_pool_slots_routes.py::test_the_operator_declares_slots_on_another_orgs_node_in_that_org` - `tests/test_workflow_registry.py::test_every_registered_workflow_is_catalogued_or_deliberately_excluded` - `api-unit-dc-test` The whole gate log: artifact `8428` on lane task 9067. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed all 4 red-develop failures: catalogued wait_cloud_node_power, tests pass destroy_node_error, pool operator gate admits an acting operator (require_operator_acting). Quick gate + 307 changed-area tests green; review lanes pass; PR #6647 queued. Memory: none applied.
