Consolidate and deduplicate project draft tasks

Consolidate draft tasks in this project into a smaller number of tasks that are not intersecting, duplicates removed, maybe something is no longer relevant. Do not add prose or revert human's changes. Make things more compact. Prose to tooltips. Only really important things. The tasks are setting goals for the final quality result, not requiring literal execution. Delete originals tasks after consolidation using UI. Approved by user

Merged 74 drafts into 16 non-overlapping goal-level tasks (9000–9016); deleted the 73 originals in the console. Dropped 5 obsolete ones. Human-written 8680 left untouched. No code change.
