Enable NodeLink connections by default

When NodeLink is active and they exist, they should be on by default on any Add Node action by default with user being able to remove them.

Outcome

NodeLinks now start checked on Add node (all addable, any org) and on new node group create (none on managed storage); users can uncheck. Edit/API unchanged. Quick gate + 108 tests green, visual check at 1280/390 OK. PR #6627 queued to the merge lane. Memory: none applied.
