Add loading animation to deploying nodes

When the node is deploying, add animation wherever it means in progress. Otherwise user is unsure if anything is going on ![image.png](attachment:img-49RoCIybWO.png)

Outcome

A deploying node now shows a spinner and live halo on the Nodes list, node header, Last Seen and Cloud State chip, and reads Stalled after 15 min. Self-hosted nodes spin once their install starts. Visual check passed. PR #6626 merged and Jaah Deploy succeeded. Follow-up: draft Task 8995. Memory: used mem-15203.
