Merge lane run: batch the queued PRs, run the full gate (if any) once on their merged tree, and merge the batch when it is green. Filed by the control plane (`app/merge_lane.py::ensure_lane`).

Outcome

Merged PR #6614 (Task 8937) at f49b90d. The quick gate passed on the merged tree (5974 tests). Nothing ejected, queue empty. The develop_red record for 9587af4 is stale: #6613 fixed it. Batch took 50s (gate 34s). Memory: none applied.
