Convert status indicators to action icons on hover

On hover to the status disc turn it into an icon that means the action it will take. E.g. when I hover over purple running it means it will open web console - change it to its sign (like on the task details page). When hover over draft - turn it into start , because the click will start it. Do it for all icons and badges that will do something on click ![image.png](attachment:img-gXk-AlZRep.png)

Outcome

Every clickable status mark now shows its action on hover/focus (console icon, ▶ Start, ✎ Answer; toggles show the flip; nav chips ↗/⌕/▾/↓). Quick gate + web tests green; visual check done on live stack. PR #6595 merged, Jaah Deploy succeeded. Memory: none applied.
