Fix red develop 6cbcaeda7c17

The merge lane found `develop` red at `6cbcaeda7c17664838a415be142b830bee0742c5` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_node_orders.py::test_while_onboarding_an_ordered_node_gets_only_its_picked_projects_and_any_other_node_gets_all` - `tests/test_node_orders.py::test_a_windows_cloud_order_is_a_plain_node_ready_on_first_observe` - `tests/test_node_orders.py::test_a_windows_cloud_order_needs_the_plan_and_a_windows_capable_type` - `api-unit-dc-test` The whole gate log: artifact `8118` on lane task 8869. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: test_node_orders' _windows_type now stores windows_capable, which Windows launches read since Task 8747. The 3 failing tests pass (170 passed) and quick gate is green. PR #6581 queued in the merge lane. Memory: none applied.
