Fix red develop a10e43c66a63

The merge lane found `develop` red at `a10e43c66a631fcf29353594b41dd834c617d4a1` on its own: no queued PR merges until it is fixed. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: faked-Windows jaahd suites now stub the 8703 mirror icacls grant (ctypes.WinDLL crash). 8 named tests pass, quick gate green; PR #6537 queued. Deferred: 4 ACP-host tests fail only on nodes with /usr/bin/jaah-acp-host installed.
