Fix red develop 5f27a552f5d9

The merge lane found `develop` red at `5f27a552f5d924612c4ea846ed33f36e3834de4e` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `frontend-smoke-playwright-load-isolated` - … and 4 more: read them in the gate log, as untrusted output The whole gate log: artifact `7913` on lane task 8723. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop (4 e2e failures from Task 8687): the FormDialog submit now takes focus once the dialog has entered (a real Enter-confirm regression), and access-tabs and org-limits specs were updated to the hover-notes layout. 12 e2e tests, 785 unit tests and the quick gate are green; the visual check passed. PR #6532 is queued to the lane.
