Controlling tab visibility by permissions

Modify permissions: - Available to all: Automation/Automations tab - Available by feature flag Audit: Audit/Activity tab - Available by feature flag Session Transcripts: Audit/Sessions tab - Available by feature flag Playbooks: Automation/Playbooks - Available to Operator only: Automation/Slots tab, Audit/Personas tab, Audit/Workflows tab, Audit/Exclusions, Audit/Control plane, Audit/Nodes - Do not remove tabs even if only one is present Show screenshots before implementation.

Org admins now see Automation > Automations (list, editor, runs). Operator always sees Playbooks. Single tabs keep their strip (Automation, Directory, all Audit strips). Operator tabs keep their keys. Quick gate + 378 tests green; PR #6521 queued in merge lane. Before/after screenshots done. Memory: none applied.
