Fix red develop 8de1b5831771

The merge lane found `develop` red at `8de1b58317710aaa318b5b0ad6877065495ff553` on its own: no queued PR merges until it is fixed. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: 6 console places now operator-only (match #6516 route guards); migration tests 1800/1812 follow the Max-agents cap. Targeted tests 395 passed, quick gate green. PR #6518 queued to merge lane.
