Fix flaky operator-dashboard filter e2e test

Task 8585 · Done · Coder · created · updated

`apps/web/e2e/operator-dashboard.spec.ts` › "a filter is applied to every section and survives a reload of its URL" failed once in 3 local runs (Task 8583): `response.json: Protocol error (Network.getResponseBody): No resource with given identifier found — Response body is not available for a response that was navigated away from`, at `openDashboard` (`answers.map(async a => (await a).json())`, ~line 74). The section responses are awaited all together after `page.goto`. If the page navigates again (e.g. a URL normalisation) before a body is read, that body is gone. Read each body as soon as its response arrives (e.g. `page.waitForResponse(...).then(r => r.json())`), or wait for the URL to settle before reading. The test is untagged, so it is not in the pre-merge gate. Out of scope: product code; other specs. Done means: the test passes 10× in a row with `npx playwright test e2e/operator-dashboard.spec.ts --repeat-each=10 --workers=1` on a slot stack.

Outcome

Fixed flaky operator-dashboard filter e2e: openDashboard now reads each section body inside its response matcher, skipping responses lost to navigation. Spec passed 40/40 at --repeat-each=10; quick gate green. PR #6485 queued to merge lane.
