Create wizard polish

Quality goals for the create flows (was #8375, #8377, #8393, #8392, #8391). Skip anything already fixed. Project wizard (/projects/new): 1. New repository with every owner blocked: Next disabled (or back to "Use an existing repository"); each owner's reason a separate bullet that fits one line at 390 px; "Use an existing repository" styled the same in every state. 2. Nodes help claims pre-picks only when something was pre-picked, else says why the field is empty. Add node dialog: 3. Name field has a short help line; the Jaah Cloud org picker shows only once Jaah Cloud is chosen. New automation wizard: 4. When step's schedule summary reads as one sentence or two clean lines at 390 px (no orphaned "· next"); an empty Target step links to create a project. NodeLink Storage tab (New AWS EFS): 5. Storage name takes the full row so the other fields pair up; "Policy written" hidden until a policy exists. Out of scope: forge permissions, the owners read, pre-pick ranking, placement, schedule semantics, target rules, any API change. Done means: - Each item fixed or declined with a one-line reason in the PR. - Vitest for 1 (in `ProjectCreateWizard.test.tsx`) and 4 (create-project link). - Screenshots at 390 px and desktop.

Fixed all 5 create-flow items (blocked-owner bullets + Next off, Nodes help, Add node hint/Jaah Cloud picker, schedule line + create-project link, NodeLink storage). Quick gate + 757 vitest green; visual check done at 390px/desktop. PR #6490 merged by lane; its deploy was superseded by a newer one. Follow-up draft #8595. Memory: none applied.
