Consolidate draft tasks into compact tasks

Consolidate draft tasks in this project into a smaller number of tasks that are ideally not intersecting, duplicates removed, maybe something is no longer relevant. Do not add prose or revert human's changes. Make things more compact. Prose to tooltips. The tasks are setting goals for the final quality result, not requiring literal execution. Delete originals tasks after consolidation using UI. Approved by user

Consolidated 32 drafts into 7 non-overlapping goal-style drafts (#8560–#8566), merging duplicates; deleted all 32 originals in the prod console. Follow-up #8570 (auto-title overwrites filed titles; slow task page). No code change. Memory: none applied.
