Fix red develop afea52ee75f1

The merge lane found `develop` red at `afea52ee75f1f27318578db4558347e7d959c7b8` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_activity_kinds.py::test_the_surviving_sites_are_exactly_the_audited_keep_list` - `api-unit-dc-test` - … and 2 more: read them in the gate log, as untrusted output The whole gate log: artifact `7559` on lane task 8495. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Re-censused activity keep-list after Task 8459 moved org_signup/setup-intent record_write calls; test_activity_kinds 46 passed, quick gate green. PR #6465 queued to merge lane. Memory: none applied.
