Fix broken navigation: - Unable to cancel out from plan change - Ugly giant plans with giant borders that makes it confusing what is current what and is the newly selected ![image.png](attachment:img-PE4KvnqVME.png) Ugly plus and minus controls ![image.png](attachment:img-_N1zDPHyuP.png)

Outcome

Change plan wizard now opens in the side pane so Cancel works; plan rows compact with current plan muted; agent −/+ are borderless icon buttons. Quick gate green, lane full gate green, PR #6452 merged (3be89a3b4), Jaah Deploy succeeded. Visual check done at 1400/390px. Follow-up draft 8405. Memory: proposed 1 gotcha.
