Change Biling and Plans UI/UX to list and tabbed details - same as Tasks, Nodes, etc. Create a brief UI/UX style guide and update coding standards to always use project specific styleguide when adding or changing UI

Outcome

Billing/Plans redesigned as list + tabbed details (Plans, tenant Billing one list + invoice/card/details pages, Subscription/Hosting tabs, Customers Billing sub-tabs); UI style guide + coding-standards rule. PR #6423 merged 97bc05f7, deploy green; visual check done at 390/1440px. Follow-up draft Task 8351.
