New Automation Wizard UI Polish

Found while checking the New automation wizard on a slot stack (Task 8283). 1. Resizing the window across the phone breakpoint sends the New automation wizard back to About with the typed Name gone. Keep the wizard's step and draft when the layout changes. 2. The event Test panel shows the rendered body as raw markdown (a `\` at each line break, `**` for bold). Render it the way the task page will show it, with the raw text one click away. 3. The wizard's Organization picker offers every org, including ones the operator can't file in. Mark the orgs the operator isn't working in or a member of, right in the list. Out of scope: trigger intake, auth, the webhook protocol, and the server's creator-org rule. Done means: - A web unit test shows the wizard keeping its step and Name across a viewport change. - A web unit test shows the Test panel rendering a two-line body as two lines with no `\`. - A web unit test shows a non-member org marked in the Organization list.

New automation wizard: keeps its step and draft across a resize, the Test panel renders the body (raw view one click away), and the org list marks orgs the operator is not a member of. Quick gate green, 3 new unit tests; PR #6441 queued to the lane. Visual check done; Test panel not checked live (slot stack has no projects). Filed draft #8392.
