Slot drawer and paper surface fixes

Seen while verifying Task 8227 (slot drawer, dark theme, 1366px and 448px): 1. The rich-text editor box (`components/richtext/RichTextEditor.tsx`) fills plain `background.paper`. Inside an elevated drawer or dialog in dark mode it would show as a darker box. Give it and its sticky toolbar `paperGround` from `theme.ts`. 2. The drawer footer's two actions (Release slot, Delete slot) are both red outlined, so the irreversible Delete does not stand out from Release. Make Release neutral, or style the two by how severe each one is. 3. The meta strip's full timestamps ("Jun 19, 2026, 10:02 AM") take ~180px each, which pushes the actors onto their own line at drawer width. Consider a shorter date format with the exact value in `title`, consistent with the "Observed" fact row. 4. The Path value breaks mid-segment at 448px ("repositories" / "/ruzhukov"). Prefer breaking after a `/`. Out of scope: the drawer's fact list order (Task 8111), Actions placement (Task 8193), any API change. Done means: - A screenshot of each item before and after, in dark mode at 1366px and 448px.

All four fixed: RTE + toolbar on paperGround; Release neutral, Delete filled red; short stamps (full on title) in meta strip and Observed; Path breaks after '/'. Quick gate + 443 tests green; dark 1366/448 before/after shots in report. PR #6402 queued.
