Optic UI Jaah Ticket Integration

A task has been created to integrate into OAM UI tickets that will automatically trigger Jaah tasks via webhooks: <https://app.jaah.ai/tasks/8255>) Unresolved issues/questions: 1. Create Webhooks URLs for dev and prod 2. Protocol on how they need to be called 3. How should screenshots that users attach to tickets be stored and passed from Optic to Jaah? S3 links / base 64 strings / something else?

Outcome

Created paused bearer webhooks on Jaah main for OAM dev and prod; each files a Guided coder task in oam, with presigned screenshot links in the body. Protocol uploaded. No code change. Secrets: rotate in the console. Follow-up draft #8283. Memory: none applied.
