User should be able to create a new repository when adding another one. The UI of adding another one must be exactly the same ass adding one ![image.png](attachment:img-yWFsB7Rfsu.png)

Outcome

Any new repository row (wizard + edit page, one or many) can be "Create a new repository"; GitHub App 403 now names the missing Administration permission. PR #6373 merged (57009dc) via lane; deploy superseded by #6374. Visual check done, clean. Follow-up draft #8246. Memory: none applied.
