Create Wizard Copy and Layout Polish

Found while visually checking the create wizard for Task 8122, at 1280px in the list pane and 390px on a phone: 1. On Review, "An admin adds slots on the Slots page" has no full stop, but the onboarding sentence under it does. Make the two consistent. 2. On a phone, the forge owner notes sit under "Repository name" because the row stacks, so they can read as notes about the name. Put them directly under Owner when the row wraps. 3. The Repository name label's help underline (dotted) also shows while the label is shrunk on the notch, which looks busy at 0.75 scale. Consider dropping the underline once the label is shrunk, across all HelpLabel fields. Out of scope: what Create does, and the wizard's steps. Done means: - Each item is fixed, or declined with a reason in the PR. - There is a screenshot at 1280px and at 390px, and `./dc check quick` is green.
