Merge lane base check: run the full gate on `develop` at `5c15eba3672d64d35fa2fa2c2966e657630f0fb8` alone and report it certified or red: nothing had certified it since the last attempt. A red verdict files a fix task; it never holds the lane. Filed by the control plane (`app/merge_lane.py::_certify_idle`).

Outcome

develop 5c15eba is RED: the full gate fails only on Vale (audit.md:211, 'previous_task_open'). Already fixed forward by cb3a3db12 (Task 8168, PR #6331); Vale passes on the tip b2b9e7732. No fix task or PR needed.
