A red verdict files a fix task; it never holds the lane. Filed by the control plane (`app/merge_lane.py::_certify_idle`).

develop 2e87ef0a8 RED: full gate failed 1 test (test_forge_connect legacy GitHub authorize pin missing read:org). Already fixed forward by PR #6326 (d5c85a055, current develop); test file 53/53 green there. No fix task filed.
