Console polish found while testing Task 8009 (instance-type browser, act-as picker, persona chips)
Suggestions from the UI pass in Task 8009:
1. `Products › Instance types › Browse AWS` on a phone (390px): the type list scrolls inside its own fixed-height box within a page that also scrolls. That nested scroll traps the thumb and shows only about 8 rows. Let the list flow with the page on phones.
2. `Browse AWS` on a phone: Refresh sits alone on its own row as a tall outlined button under the connection select. Put it inline with the region, or make it an icon button.
3. Act-as org picker (`components/ActAsOrgPicker.tsx`): a Pending org is still listed first in the options. Sort live orgs before Pending ones so the list order matches the default pick.
4. Persona detail › Delivery › "States it can complete from" (`PersonaDetailPage.tsx`, a `Stack direction="row" spacing` with `flexWrap`): this has the same margin-based spacing that indented wrapped items under "How it can end". Switch it to `gap` so a wrapped chip lines up.
Out of scope: persona data; plan prices and terms; the instance-type allow-list API.
Done means:
- Each item is shipped, or declined with a reason. Screenshots at 390px and 1280px of each touched surface.
Required checks: ./dc check full
Outcome
All 4 items shipped in PR #6288, merged as 995dfe1a. On phones the instance-type list now scrolls with the page, and Refresh is an inline icon. The act-as picker lists live orgs before Pending ones. Persona chips use flex gap. Quick gate green; reviewer approved; screenshots checked at 390px and 1280px. Its deploy run was replaced by newer ones. Draft follow-up filed as #8060.
