Task page: empty-gate Question panel and Timeline ordering follow-ups seen while testing Task 8015

Itemized suggestions noticed on the local stack while verifying Task 8015: 1. A gate with no question text shows one italic caption in an otherwise empty Question panel; also show when the task parked and who/what parked it (the Timeline's park event inline) so the reader needs no second click. 2. Activity › Timeline shows events stamped in the same second in an order that does not match the order they happened (a `Set state › Asking` written last sat below the runner events it caused); break same-timestamp ties by event id. Out of scope: question-round semantics, Q&A trail content, tab ordering. Done means: - Each item shipped or declined with a one-line reason in the PR, with web tests where behaviour changed. - Screenshots at 1280px and 390px of each touched surface. Shipped both items: the empty gate's Question panel names when and by whom it was parked, and the Timeline orders same-second rows by id.
