Console polish found while testing Task 7975 (cards, personas, act-as picker)

Suggestions from the UI pass in Task 7975: 1. `pages/products/InstanceTypesSection.tsx`: the phone selection footer is still `position: fixed` with a 4.25rem spacer, a workaround for cards clipping with `overflow: hidden`. SectionCard now uses `clip`, so make it a plain sticky `FormActionBar` like the other forms. 2. Persona detail › Delivery › "How it can end": at 390px, the wrapped "Refused without" references (Evidence `no_pr_evidence`) come out indented and misaligned. Align the wrapped items with the first one. 3. Persona detail › May create: the licence constraint sentence sits as unlabelled lowercase body text under the shapes. Give it a label (e.g. "Bound") and capitalise it. 4. Plan-gated act-as picker: the field's visible label reads "Org", but its accessible name is "Org with <feature>". Make the two match. A Pending org is pre-selected first, so prefer a live (approved) org as the default. Out of scope: persona data itself; plan prices and terms.
