Merge lane run: batch the queued PRs, run the full gate (if any) once on their merged tree, and merge the batch when it is green. Filed by the control plane (`app/merge_lane.py::ensure_lane`).

Outcome

Merged PR #6233 (Task 7946) at 40a1906d. Quick gate on the merged tree was green: 5861 tests passed, 0 failed. Nothing ejected; queue empty. develop is green; the develop_red flag on 686a2b39 is out of date (Vale fix 878fade6 is in).
