Settings and admin console: readable, quiet, safe

Goal: Settings, Organizations, People, Accounts, Customers and Compliance are readable at 1280px and 390px, show each fact once and correctly, never lose an edit, and don't nag. The items below are observed gaps (Tasks 7777, 7778, 7787, 7788, 7789), meant as the quality bar. Settings 1. Browser Back with pending knob edits prompts, like links/reload already do (`useLeaveGuard.ts`; needs the data router + `useBlocker`). 2. Data regions panel: Label/Bucket values are never clipped. The control-plane row's disabled Region says why. Save/Cancel show only once the form is dirty. 3. Retention › Data residency: a locked region's banner links each counted kind to where it lives (files → attachments, NodeLinks → NodeLinks). 4. NodeLink managed storage: when no managed location is in the org's region, say which region it would need. 5. Providers: the "N shared gaps" jump unfolds the gap it lands on. 6. The unrouted-notifications banner can be dismissed until a new notification goes unrouted. 7. Phone: an overridden number row's reset reads on one line ("Reset to 16,384"). Organizations / people / accounts 8. Opening a member from Settings › Organizations › SSO never squeezes the org pane into one-word lines (min width or full-width member page, as People does). 9. People roster: an Org Owner never reads "standard". The column is "Superadmin", or hidden for tenants. 10. Accounts on a phone keep the Enabled/Disabled state visible. The state toggle has a chip-like hover/focus like other row toggles. 11. Profile › Alerts: the select-all column has a visible "Send" header. Customers / compliance 12. A staging org's Plan tab shows the parent's plan name and end date beside "Follows <Parent>'s plan". 13. The Customers page paints fast. It still showed a spinner 4 s after load on a local stack; measure it and fix it if it is slow. The customer tab strip at 390px keeps the active tab in view, or becomes a select. 14. Compliance "Act as": search shows only when the org list is partial. The picked org's state ("Pending") shows once. Out of scope: knob semantics and save API, SSO behaviour, staging sync rules, which areas a tenant sees, billing (separate task). Done means: - Each item shipped or declined with a one-line reason in the PR, with Settings/web unit tests. - Screenshots of each changed surface at 1280px and 390px, with no clipped values and no single-word lines. All 14 Settings/admin items shipped in PR #6220, merged as 7e79d4b0d. Browser Back now prompts with pending edits; the other items are UI/copy fixes, with tests. Quick gate, tests and tsc green; review and verifier lanes ran. Its Deploy runs were cancelled by a newer push. Visual check done at 1280 and 390. Follow-up draft #7887.
